Since it launched in 2010, Future of London’s professional development offer has evolved continuously. The constant has been the high calibre of the candidates, and we’ve watched successive waves of Leaders graduates move up through the London urban sector, delivering the housing, town centre, regeneration, economic development and infrastructure projects that make the capital truly liveable. Symon Bacon

Since joining Argent in 2014, Symon has worked primarily on the King’s Cross development, where he has been responsible for coordinating and delivering commercial office space, retail and mixed use residential schemes. Prior to this, Symon worked for 8 across all aspects of development and construction process for a major contractor across residential, student accommodation and education sectors, as well as focusing on off-site manufacturing and assembly. Symon currently leads the Argent/Related Tottenham Hale development, in partnership with LB Haringey as part of the Tottenham Hale District Centre Framework, to deliver around 5000 homes. Symon hold a BSc Design Engineering, an MSc Commercial Project Management and is a member of the RICS.

Martin Boyce

I have more than 30 years’ experience in the construction industry and a track record of delivering large-scale housing schemes. I joined Lovell in January 2016 as part of the London region senior management team with responsibility for the delivery of our flagship £320m Woolwich development in partnership with RB Greenwich and asra Housing Group. The regeneration of the three existing estates will create over 1,500 high quality, mixed tenure homes. Prior to joining Lovell I held senior management roles with national housebuilders including Berkeley, Kier and Wilson Connolly and have won a number of industry awards for quality.

Laura Davy
Senior Consultant – Regeneration & Spatial Planning, GVA

I manage a diverse range of regeneration and urban development projects across London and the South East. This includes the delivery of economic and inward investment strategies, estate renewal projects and town centre masterplans for local authorities; the identification and assessment of site opportunities for private sector mixed-use development; and a range of evidence-based work supporting planning applications and policy. In leading these projects, I balance coordinating multi-disciplinary project teams with managing the influence of public/private stakeholders and wider strategic factors such as proposed infrastructure investment and political pressures, whilst also undertaking the required technical work.

David has worked in housing for more than 5 years. He has worked at the GLA for just over a year, leading the Housing Mobility Team, and is also lead commissioner for Pan-London Rough Sleeping Services. Before this, he carried out a variety of commissioning roles in Westminster City Council, in rough sleeping, criminal justice and drug and alcohol. He is also one of the few non-police staff to have a received a MET police Borough commander commendation for his work on the Drug Intervention Programme.

My background is public relations in charities, membership organisations and educational institutions. I’ve worked at Queen Mary University of London, the National Union of Students, Social Market Foundation, and Royal College of Physicians among others. I also work as a media trainer, mainly with charities and students’ unions to prepare their leaders to use media in their campaigns and preparing them for broadcast interviews.

"With more than 8 years in the residential sector, I currently work as Project Architect on a variety of large-scale residential projects, competitions and regeneration projects. My experience includes public consultation, planning, detailed design and construction, as well as competition entries for large-scale regeneration and residential developments. Recently. I worked on the Alma Estate regeneration, comprising over 900 new homes in Enfield; the refurbishment of a Grade II listed building and 290 new homes within the Manor Place Depot development in Southwark; and the Lea Bridge Road scheme in Walthamstow which provides 300 homes, commercial units and a gym. "

Delivery Lead, LB Lambeth
I joined Lambeth in 2014 to manage a team that coordinates the investment and growth of the Vauxhall Opportunity Area, and Stockwell and West Norwood town centres. The role is primarily focused on the delivery of new physical and social infrastructure to support growth, but also includes masterplanning to identify and unlock new opportunities. Prior to this, I managed a Development Management team in Camden Council and had spent nearly 10 years as a planner working on large scale major developments. This included the King's Cross regeneration programme, and two stints at the GLA where I led on the Southall Gasworks ‘call-in’ and helped produce the Mayor’s Olympic Legacy SPG.

Karen has worked in development for over 15 years in the public and private sector, specialising in mixed use regeneration projects. Over past four years Karen has led work with private sector development partners to bring forward the Brent Cross Cricklewood regeneration scheme which sees the delivery of a new town centre and 7500 new homes for London Borough of Barnet. Since 2013 she has been employed as Programme Director by Re, a joint venture between Capita and the London Borough of Barnet to provide development and regulatory services.

2016 will be my eleventh year in housing. I started as a Neighbourhood Officer managing properties in one of West London’s toughest boroughs. Currently I’m responsible for the procurement and delivery of estate-based services to homes across Southern England and the Midlands that cost in the region of £7.5m p/a. I also manage a small team which oversees the performance of all our third-party contracts. I work with our development and construction teams, along with partnering suppliers, to create designs and maintenance specifications for all soft and hard facilities and specialise in large-scale procurement and project management.

I am a Chartered Town Planner with more than 10 years' experience. I joined Brent as Area Planning Manager in 2010, having previously worked in LB Tower Hamlets and Tandridge District Council. I lead a team of development management planners working across the borough, dealing with applications that encompass wide-ranging social, economic and environmental issues. This includes within the Housing Zones of Wembley and Alperton, which are undergoing rapid change. My role involves working closely with the community, elected members, development industry and other stakeholders to help realise the Council’s vision for Brent.

I lead on the delivery on a new district centre at Tottenham Hale, Haringey. My role involves the delivery of significant public realm, meanwhile and workspace projects, and as importantly steering and shaping the work of other partners. A key challenge in the years ahead energise the social, economic, cultural and environmental activities that need to develop in tandem with large-scale physical change. Earlier in my career, I was a consultant working on a range of masterplanning and planning projects, along with regeneration projects, including Southall in Ealing.

I joined the City in 2015 and lead a team responsible for setting the planning strategy for the Square Mile. The focus of my role is to undertake a review of the Local Plan, taking forward a positive planning framework for the City of London for the next 20 years. This is supported by a range of other policy documents and placemaking initiatives. Prior to this, I led a planning policy team at Oxford City Council and before that worked at Waverley Borough Council in policy and development management roles.

I have over 18 years’ experience in Strategic Asset Management and Development, working across Local Authorities and Registered Providers. My current role includes developing strategic partnerships through joint ventures to enable the delivery of regeneration projects. I also led on various large scale property acquisitions and disposals and have acquired over 8000 properties through various transactions. I have for the past 8 years managed staff and firmly believe that good leadership and management is the secret to success!

My background in economic development, gained at North West London TEC, Business Link for London and as Director of my own company, is very broad ranging. As part of Peabody’s Regeneration Team for Thamesmead, SE London, I currently lead on a renewal programme for a challenging neighbourhood within the area as well as on Peabody’s meanwhile use, cultural and social infrastructure programme for the whole of Thamesmead. Previous roles have included Area Manager at Groundwork London, leading on the environmental and regeneration programme for the organisation in 15 London boroughs; and Associate Director (Regeneration) at EDAW|AECOM where I played a key role in the planning of social infrastructure of major regeneration projects across the UK and the Middle East.

"I have 14 years’ experience in the public and private sectors, focusing on all aspects of development plan-making and planning policy. My current role involves managing and leading the planning policy team to deliver the Redbridge Local Plan, the key spatial strategy for the borough for the next 15 years. This is a complex project which involves working across council departments, engaging with the GLA and neighbouring boroughs, in addition to businesses, residential communities and local amenity groups. I participated in Future of London Leaders in 2012 and found it invaluable for my development, particularly in relation to leading and managing people. Ruth has worked in social housing for more than 30 years, and during this time has been involved in a variety of aspects of social housing. Ruth spent some years working as an Independent Tenant and Leaseholder Adviser on a number of large regeneration schemes and therefore has extensive experience of community consultation. For the last seven years, she has worked in development, initially in Waltham Forest and then in the Royal Borough, so has experience of very contrasting places in London. Ruth has lead a review of the council’s estates and the development of a number of potential regeneration schemes forming a small regeneration programme.

I am also leading on public realm works, meanwhile projects and strategy work to support delivery. My background is in spatial planning and I moved to Lambeth from consultancy AECOM, where I was an Associate Director. I have also worked in the GLA's economic development team, as part of year-long secondment focused on delivery of their Enterprise Zones. Prior to AECOM, I was at Renaisi, a Hackney based social enterprise, where I led the Woodberry Down and Stamford Hill Single Regeneration Budget programme.

I am a qualified UK town planner and joined Tower Hamlets Council in 2008 but have worked for Islington, Hackney and West Sussex county council in policy, development management and major projects as well as as private sector consultancy and abroad. I currently work in the newly formed Whitechapel Vision regeneration team having led on the production of the Whitechapel Vision masterplan SPD in 2013. I have advised on some of East London’s largest estate regeneration projects and the lead planner representing the Council on the Olympic legacy planning application and policy documents. In my current role I am responsible for leading and managing the running of the Whitechapel Strategic Partnership Board and the delivery of the 25 individual projects that it oversees to deliver transformation change to improve standard of living people who reside in the area by doing this but also seek to influence and secure wider benefits from development and external funding to ensure the successful delivery of the 10 year project programme. I hope the Leaders Plus Programme will enable me to learn from fellow and senior professionals in the field and also contribute to everyone’s development.

I manage the team responsible for producing the Local Plan setting the strategy, policies and allocations to deliver Croydon’s ambitious growth agenda. Related to this is the undertaking of the management and assignment of funding secured through planning gain to part-fund strategic projects. I have also been the Council’s planning lead for seeking a ‘Growth Zone’ that will enable fiscal devolution to deliver growth. In terms of the wider service, we deliver masterplans, public realm projects, whilst also providing planning and design advice to other planning and corporate functions. I also chair the Development Plan Association of London Boroughs Planning Officers group.

Working with partners, I am responsible for delivering the West Thamesmead Housing Zone – including the preparation of a comprehensive masterplan for the area and the development and delivery of a number of large, mixed-use regeneration sites. I also contribute to the wider programme of social and economic regeneration being planned for Thamesmead. Prior to Peabody I worked for Medway Council, leading the development, implementation and delivery of Rochester Riverside, the Council’s flagship regeneration scheme. This involved leading the successful adoption of the masterplan as an SPD and procuring the development partner for the site. I hope Leaders Plus will develop my leadership and communication skills and expand my regeneration and development knowledge."

I have recently been appointed to the role of Lewisham Council’s built environment capital programme lead. The role is supported by years of experience as projects and programme manager and involves providing strategic leadership, direction and management for the delivery of a portfolio of projects and programmes across the Council to achieve the Authority’s place making and regeneration priorities. A key part of my role involves leading on negotiation of agreements with partners, developers and other stakeholders to deliver the council’s regeneration projects and programmes in the most commercially advantageous manner. As a member of the senior management team of the regeneration and asset management division, I am also responsible for leading, developing and monitoring performance management across all projects and programmes as well as ensuring projects and programme risks are effectively managed. I hold a Masters in Urban Regeneration as well as a degree in economics.

Dr Claudia Peñaranda
Principal Technical Specialist (Cycling), Transport for London
Claudia Peñaranda is a Principal Technical Specialist in the Cycling Strategy team at Transport for London. She is an architect with a PhD in Urbanism, and 15 years of experience in the public and private sectors in Venezuela, Spain, and London. She was part of the team that won the Spanish National Urbanism First-Prize in 2011. Claudia joined TfL a year and a half ago and is now responsible for the development of the cycling network beyond the current Mayor’s Vision for Cycling in London.

I am the Planning Policy Manager at BeFirst, having transferred over from LB Barking & Dagenham. I have also worked as a Graduate Planning Consultant for the commercial property advisor and planning consultancy GVA. A trained town planner, I graduated from the Spatial Planning MSc at the Bartlett, UCL in 2008. I have a particular passion for urban design and the creation of healthy places through planning and community engagement. The focus of my current role is the delivery of the emerging Local Plan, the key spatial strategy for the borough for the next 15 years. This is a complex project which involves working across council departments, engaging with business and residential communities in addition to statutory bodies and local interest groups. I am looking forward to developing my leadership skills and learning from my peers in the regeneration community.

I my current role in the Regeneration team at the GLA I am leading on the delivery of a number of high-profile regeneration projects with cross-cutting outcomes, working in partnership with local authorities, cultural and business organisations and design teams. These projects range from the development of long-term area strategies to the implementation of innovative workspace solutions and high street improvements. I also lead the team’s topical work on public realm for the Mayor’s Design Advisory Group. My academic background is in architecture, and I have spent nearly 10 years working in private practice before joining the public sector in 2008. I am also a regular lecturer and visiting critic at universities in the UK and abroad

I am a Neighbourhood Partnerships Manager at Sanctuary Housing. I manage and deliver neighbourhood action plans in Hackney, Haringey and Westminster to make sure Sanctuary is a key contributor of positive change in these areas. This involves working with a diverse range of partners, including Councils and Councillors, resident associations, national and local charities, community groups, schools, faith groups and a diverse range of teams within Sanctuary itself. Prior to this I worked as a Senior Project Officer in London, and I started my career at Sanctuary on the Graduate Development Programme in the Midlands. By taking part in round eight of the Future London Leaders programme, I built a network of great contacts and was able to spend time developing my leadership skills and reflecting on my career aims. I look forward to continuing my development on the Leaders Plus course.

I have twenty five years’ experience of working within local government, inclusive of ten years’ experience of project managing school building projects. These are both large, high profile and challenging projects being delivered against a complex background of issues and stakeholders. I have a keen interest in infrastructure planning and as part of the review of the Enfield Local Plan will be working with infrastructure providers to establish needs associated with the levels of growth proposed in the borough to 2032.
