Responding to increasing housing targets and need, tightening budgets and the desire to retain assets for long-term revenue, local authorities are shaping new approaches to housing delivery. Council-owned companies are one such model. At least 80% of London boroughs have set up a housing company and in the last five years the capital has seen a surge in ambition and delivery on the ground. That said many companies are still relatively new, all are configured differently and there are currently few opportunities for them to learn from one another and help the sector evolve.

Nonetheless, there is undoubted value in sharing experience. So to help, FoL has set up a Forum dedicated to wholly owned housing development companies. The Forum is an informal platform for company chief executives/managing directors to share approaches, real-world experience, practical insight, sector intel and lessons learnt.


The Forum is a rolling programme of quarterly roundtables, with content led by members and based on their prioritises. All sessions operate under Chatham House rules and topics include governance structures and board arrangements, relationship with the parent council, the green agenda, product market mix and funding, performance benchmarking and more.

Individuals can attend the sessions that are of most interest (or send proxies). The aim is to create a close knit network of senior leaders and to generate practical takeaways from each session to ensure participants get value for their time.
